Preheat oven to 350℉. Grease a 9x9 pan and set aside.
In a small mixing bowl, cream butter and brown sugar together. Add flour, oats and baking soda and mix until well combined.
Press half the dough into the bottom of the pan and bake for ten minutes.
While the dough bakes, in a small kettle over medium heat, melt the caramel together with the cream. Stir frequently until well combined.
When the dough has baked for 10 minutes, remove it from the oven and sprinkle the chocolate chips over the hot dough in a uniform layer.
Top the chocolate chips with the caramel, spreading it evenly.
Crumble the remaining dough over the chocolate and caramel layers. Bake for another 15-20 minutes or until the top is golden brown and done.
Remove from the oven and allow the bars to cool completely so the caramel can set up. Serve & enjoy!!
